House Bill 562 - Patients' Rights - Requires hospitals to provide patients with a patient's bill of rights, including the right to "respectful, compassionate care regardless of age, gender, race, national origin, religion, sexual orientation, gender identity, or disability" and to "participate in decisions about the patient's care, including the right to refuse treatment."

Senate Bill 1011 - Protect Maryland Health Care Act of 2018 - Would replace the Affordable Care Act's individual mandate eliminated in the recent federal tax reform legislation with a Maryland health insurance down payment plan. The Health Insurance Down Payment Proposal would allow a tax payer who is faced with a fine for not having qualifying coverage at tax time to have the option for this fine to go toward their health insurance in the Maryland Health Exchange..
