Governor Signs More Environmental Bills
On April 21, Governor Hogan signed more bills that were supported by UULM-MD, including two priority Climate Change bills:
HB 1391 – Clean Cars Act of 2022
In addition, he signed the following bills related to criminal and racial justice that we were tracking:
HB 293 / SB 241 - Behavioral Health Crisis Response Services - 9-8-8 Trust Fund - maintaining 9-8-8 as the national universal telephone number for the national suicide prevention and mental health crisis hotline as the State's behavioral health crisis hotline (thereby including substance abuse crises)
HB 645 / SB 151 - Hate Crimes - False Statement to a Law Enforcement Officer - indicating that the making of a false statement, report, or complaint to a law enforcement officer about a person or group with the intent to deceive and to cause investigation or other action may be charged as a hate crime.
SB 881 - Task Force to Study the Practice Known as 'Swatting' - the making of fake calls to 9-1-1 in an effort to elicit a significant (e.g. SWAT) response by law enforcement and other emergency services personnel.
More bill signing ceremonies are planned for May 12 and May 16. The Governor has until the end of May to sign or veto all remaining bills that were passed by the General Assembly during the 2022 session.
