At midnight on Monday, April 13, the General Assembly adjourned “sine die” (with no appointed date to reconvene – this year). By that time, UULM-MD had seen 16 of its priority measures pass and two we opposed fail.
That’s a record for us!
While we still are analyzing the final provisions of bills that passed, below is the status of bills for our priority measures. Now our bills are off to Governor Wes Moore who has until the end of May to sign or veto each bill or allow it to go into affect without his signature. Usually the Governor will announce which bills he is signing here: https://governor.maryland.gov/news/Pages/bill-signings.aspx and they are open to the public.

The following priority bills failed:
Climate Change:
HB 437 – Transportation and Climate Alignment Act of 2026 – passed the House and received a Favorable with Amendments vote by Senate Budget & Taxation – however, its 2nd Reading vote in the Senate was delayed and time ran out in the session.
HB 1287 and SB 780 – Certificate of Public Convenience and Necessity - BURDEN Analysis (CHERISH Our Communities Act) – No action by the House Environment and Transportation Committee or the Senate Education, Energy, and the Environment Committee.
HB 1268 and SB 781 – Environmental Permits - Requirements for Burden Analysis, Issuance and Renewal, and Public Participation (Cumulative Harms for Environmental Restoration for Improving Shared Health - CHERISH Our Communities Act) – No action by the House Environment and Transportation Committee or the Senate Education, Energy, and the Environment Committee.
HB 331 and SB 342 – Maryland Beverage Container Recycling Refund and Litter Reduction Program – No action by the House Environment and Transportation Committee or the Senate Education, Energy, and the Environment Committee.
SB 270 – Public Service Commission - Full Costs and Benefits Analysis of Sources of Electricity Generation – Passed the Senate, but no action by the House Environment and Transportation Committee. [Watch List]
Seven (7) other climate measures that we were following [i.e. on the Watch List] were never voted out of committee.
Criminal Justice Reform:
HB 310 – Correctional Services - Restrictive Housing - Individuals with Developmental or Intellectual Disabilities – Passed the House, but no action by the Senate Judicial Proceedings Committee.
Juvenile Law - Confinement and Restrictive Housing – Limitations Passed the House, but no action by the Senate Judicial Proceedings Committee.
HB 84 and SB 138 - Criminal Procedure - Sentencing - Domestic Violence as a Mitigating Factor (Providing Alternatives Through Healing for Justice-Involved Individuals (PATH) Act) – No action by either the House Judiciary Committee or the Senate Judicial Proceedings Committee.
HB 1309 and SB 752 - Commission to Review and Assess Racial Disparities in the State Criminal Justice System – Establishment – No action by either the House Judiciary Committee or the Senate Judicial Proceedings Committee.
HB 224 and SB 97 - Reentry and Reintegration Support Program – Establishment – both bills withdrawn.

HB 83 – Family and Law Enforcement Protection Act - Passed the House, but no action by the Senate Judicial Proceedings Committee.
HB 197 and SB 118 – Comprehensive Community Safety Funding Act – No action by either the House Ways and Means Committee or the Senate Budget and Taxation Committee.

HB 484 and SB 987 - Corporate Income Tax - Addition Modification - Direct-to-Consumer Pharmaceutical Advertising – No action by either the House Ways and Means Committee or the Senate Budget and Taxation Committee.
Immigration:
Correctional Services - Correctional Facilities and Immigration Detention Facilities - Minimum Mandatory Standards – HB 1018 – passed the House, but no action by the Senate Judicial Proceedings Committee.
Transportation - Aviation - Passenger Health and Safety (Aviation Health and Safety Act) - HB 639 passed the House, but no action by the Senate Finance Committee.
HB 309 and SB 988 - Judicial Facilities - Stops, Detentions, and Arrests – Limitations – No action by the House Judiciary Committee or the Senate Judicial Proceedings Committee.
Democracy:
Charitable Organizations - Charitable Donation and Tax-Exempt Status - Revocation (Keeping Charities Nonpartisan Act of 2026) – SB 4 passed the Senate, but no action by the House Economic Matters Committee

Over the course of this year's General Assembly, UUs submitted 480 letters to lawmakers and Committee Chairs. Cedar Lane and Paint Branch wrote 175 letters in support of banning detention centers in the state of Maryland which we delivered to 20 Delegates and 10 Senators. Then, UU Annapolis, UU Columbia, and Channing UU Congregations held letter writing events and wrote 300 letters to Committee Chairs asking them to bring votes on 8 bills.
These letters were in addition to the 899 emails that UUs sent to lawmakers through our Take Action Page, as well as all the phone calls and emails to Committee Chairs that we don't track.
