2026 UULM-MD Legislative Kickoff

Reverend Nancy McDonald Ladd, Director of Communications and Public Ministry at the UUA, will be our Keynote Speaker. Rev. Ladd leads the development and implementation of the UUA’s communications strategy. Previously, she served as Senior Minister at River Road Unitarian Universalist Congregation.
Reverend Dr. Frederic Muir, is a minister emeritus of the Unitarian Universalist Church of Annapolis, Maryland, where he served as a minister for over 30 years. Reverend Muir was instrumental in our founding.

Immigration Update
End 287(g) Agreements in Maryland
Last year, UULM-MD supported the passing of HB 1222 - Public Safety - Immigration Enforcement (Maryland Values Act), which would ban counties from participating in 287(g) agreements with Immigrations and Customs Enforcement (ICE). A 287(g) agreement is a voluntary contract between (ICE) and state or local law enforcement entities. Under the agreement, local law enforcement officers are trained and essentially “deputized” as ICE agents to enforce federal immigration laws in their areas of jurisdiction.
It has been well documented that 287(g) agreements can lead to racial profiling, arrest and incarceration of people for minor traffic violations, and terrorize communities. In our testimony, I wrote: "My Unitarian Universalist faith calls me to promote and affirm the inherent worth and dignity of every person and to seek justice, equity and compassion in human relations. Because 287(g) programs are filled with racial and ethnic profiling, and expend resources targeting individuals who have no criminal records, the participation of local law enforcement in the 287g program is in clear contradiction to my Unitarian Universalist moral values and the values that are shared by Marylanders in our Declaration of Rights.
On October 15th, Maryland Attorney General Anthony Brown released guidelines on 287(g) agreements, which you can read here. In 2024 there were only three counties in the state of Maryland with 287(g) agreements. Currently, there are eight counties, which is a third of all counties in MD, and the ninth, Wicomico County, may be next.
MD statistics:
• ICE arrests have increased markedly:
∗ 2023: 3.1 per day
∗ 2024: 3.7 per day
∗ 2025 (so far): 9.8 per day
• Number of Arrests:
∗ 2024: 1,343
∗ First 6 months of 2025: 1,736
• Most people arrested by ICE are not criminals
∗ 60% have never been convicted of a crime
∗ Roughly 4 in 10 have never been charged with a crime
∗ Among convicted criminals, 25% were convicted of traffic offenses
