Read Update Here: End of the Session Breakdown
At midnight on Monday, April 7, the General Assembly adjourned “sine die” (with no appointed date to reconvene – this year). By that time, UULM-MD had seen 16 of its priority bills pass, covering 10 priority measures over 4 issue areas.
While we still analyzing the final provisions of bills that passed, below is the status of bills for our priority measures.
✅ Bills that we supported which passed and are going to the Governor
👎Bills that we opposed which failed
⇒ Bills with provisions that were folded into other bills that passed
Immigration - two of four priority measures passed
✅ Public Safety – Immigration Enforcement (Maryland Values Act) – HB 1222 had its original provisions replaced with language (mostly from SB 828) relating to sensitive locations and protecting personal data and was passed.
⇒ Protecting Sensitive Locations Act – SB 828
⇒ Maryland Data Privacy Act – SB 977
While the bill retained its original title, it no longer dealt with ending the agreements between local law enforcement and ICE, but it did enact two of UULM-MD’s other main priority measures for immigration.
Healthcare – three of four priority measures passed
✅ Public Health Abortion Grant Program – HB 930 and SB 848 have passed both chambers and are headed to the Governor for signature.
✅ State-Based Young Adult Health Insurance Subsidies Pilot Program - Sunset Repeal – SB 5 and HB 297 both passed.
✅ Prescription Drug Affordability Board - Lowering Prescription Drug Costs for All Marylanders – HB 424 and SB 357 both passed.
Gun Violence Prevention – one of five priority measures passed & one that we opposed failed
✅ Trafficking Regulated Firearms - Felony Classification – SB 443 passed.
👎Exception to Armed Trespass Prohibition - Retired Law Enforcement Officials – SB 585 failed to pass (opposed by UULM-MD)
Criminal Justice – two of five priority measures passed
✅ Petition to Reduce Sentence (Maryland Second Look Act) – HB 583 passed.
Climate Change – one of three top priority measures and four other measures we supported were folded into a bill that passed; two more measures we supported passed
✅ Environment - Packaging Materials - Producer Responsibility Plans – SB 901 passed.
Next Generation Energy Act – HB 1035 and SB 937 both passed – portions of UULM-MD supported bills were rolled into the final bill:
⇒ Ratepayer Protection Act (HB 149) - reformed the STRIDE law and addressed the impacts of multi-year rate plans on escalating utility costs
⇒ Greenhouse Gas Emissions (SB 247/HB 155) – authorized DHCD loans in additions to grants for low-income energy efficiency improvements
⇒ Ratepayer Freedom Act (HB 960) - disallowed trade association dues and private planes from rates charged to consumers.
⇒ Reclaim Renewables Act (SB 10/HB 220) - removed trash incineration from the Renewable Energy Portfolio Standard.
Environmental Justice issues – the opposition of UULM-MD and other environmentalists caused the lawmakers to pull back on provisions in the original bill that would have negatively impacted overburdened or underserved communities on the frontlines of industry.
Education-Related Measures – UULM-MD testified in opposition
👎Anti-trans “Fairness in Girls' Sports” Act – HB 156 – Unfavorable Report by Ways and Means Committee
👎Sexually Explicit Materials - Prohibited in Libraries and Media Centers – HB 282 – Unfavorable Report by Ways and Means Committee
The other bills supported under these issue areas and Medical Aid in Dying were not successful.
We are grateful for the hundreds of UUs who responded to our alerts and contacted their lawmakers to get these important measures passed.
