Supplemental Digest: Status of All Priority Bills After Crossover Date

Monday, March 23 was the Opposite Chamber Crossover Date, meaning that each Chamber had to have sent to the other Chamber those bills it intended to pass favorably.  Bills that have missed this deadline will be referred to the other chamber’s Rules Committee, rather than going directly to a standing committee for consideration. 


Below is the status of all priority measures as of March 25, including any companion bills: 


Civil Rights – measure (2 bills) has not moved (a positive result so far)

  • Fairness in Girls’ Sports – HB 63 / SB 50 – Opposed by UULM-MD – no action on either bill.

Climate Change – 4 of 13 measures (5 of 26 bills) have moved

Priority Bills – 2 of 5 measures (2 of 9 bills) have moved

  • Transportation and Climate Alignment Act of 2026 – HB 437 passed the House; no action on companion SB 59 

  • Utility RELIEF (Reducing Energy Load Inflation for Everyday Families) Act – HB 1532 – Opposed by UULM-MD – passed the House

  • Maryland Beverage Container Recycling Refund and Litter Reduction Program – HB 331 / SB 342 – no action on either bill

  • Certificate of Public Convenience and Necessity (CHERISH Our Communities Act) – SB 780 / HB 1287 – no action on either bill (expected to be withdrawn)

  • Environmental Permits (CHERISH Our Communities Act) – SB 781 / HB 1268 – no action on either bill (expected to be withdrawn)    

Bills Being Watched – 2 of 8 measures (3 of 17 bills) have moved

  • Maryland Transit and Housing Opportunity Act – HB 894 passed the House, and SB 389 passed the Senate.

  • Public Service Commission - Full Costs and Benefits Analysis of Sources of Electricity Generation SB 270 passed the Senate; no action on companion HB 674.

  • Affordable Solar Act – HB 345 / SB 341 – no action on either bill.

  • Climate Crimes Accountability Act – HB 572 / SB 432 – no action on either bill.

  • Lower Bills and Local Power Act of 2026 – HB 897 / SB 386 – no action on either bill.

  • Maryland Climate Crisis Equity Act – HB 1199 / SB 590 – no action on either bill.

  • Maryland Energy Administration - Study on Land-Based Wind Energy – HB 629 / SB 429 – no action on either bill.

  • Public Utilities - Transmission Lines - Advanced Transmission Technologies – HB 40 / SB 201 – no action on either bill.

  • Public Service Company Transparency Act – HB 540 – no action on bill. 

Criminal Justice – 6 of 10 measures (8 of 19 bills) have moved

Priority Bills – 5 of 8 measures (7 of 15 bills) have moved

  • Division of Correction - Volunteer Services Program – HB 108 – passed the House; SB 61 passed the Senate.

  • Criminal Procedure - Expungement - No Finding and Case Terminated Without Finding – HB 187 passed the House; SB 320 passed the Senate.

  • Criminal Procedure - Motion to Reduce Duration of Sentence - Repeal of Sentencing Date Limitation – SB 162 - passed the Senate; companion bill HB 876 was withdrawn by the sponsor.

  • Correctional Services - Restrictive Housing - Individuals with Developmental or Intellectual Disabilities – HB 310 – passed the House; no action on companion SB 268.

  • Juvenile Law - Confinement and Restrictive Housing – Limitations – HB 921 - passed the House

  • Providing Alternatives Through Healing for Justice-Involved Individuals (PATH) Act – HB 84 / SB 138 – no action on either bill.

  • Commission to Review and Assess Racial Disparities in the State Criminal Justice System – Establishment – HB 1309 / SB 752 – no action on either bill.

  • Reentry and Reintegration Support Program – Establishment – HB 224 / SB 97 – both bills withdrawn by sponsors.

Bills Being Watched – 1 of 2 measures (1 of 4 bills) have moved

  • Youth Charging Reform Act – SB 323 passed the Senate; no action on companion HB 409.

  • Correctional Services - Restrictive Housing – HB 1154 / SB 908 – no action on either bill.

Gun Violence Prevention – 3 of 6 measures (3 of 11 bills) have moved

Priority Bills – 2 of 3 measures (2 of 5 bills) have moved

  • Criminal Law - Firearm Crimes - Machine Gun Convertible Pistols – SB 334 passed the Senate; no action on companion bill HB 577.

  • Family and Law Enforcement Protection Act - HB 83 passed the House; no action on companion SB 20.

  • Comprehensive Community Safety Funding Act – HB 197 / SB 118 – no action on either bill.

Bills Being Watched – 1 of 3 measures (1 of 5 bills) have moved

  • Public Safety - Gun Buyback Programs - Destruction of Firearms – SB 775 passed the Senate.

  • Firearms Dealers and Employees - Required Training and Exam – HB 741 / SB 692 – no action on either bill.

  • Handgun Roster Reform – HB 1339 / SB 830 – no action on either bill.


Healthcare – 2 of 4 measures (3 of 7 bills) have moved

  • Hospitals - Emergency Pregnancy-Related Medical Conditions – Procedures – HB 372 passed the House; SB 169 passed the Senate.

  • Birth Certificate Modernization Act – SB 626 passed the Senate; no action on HB 1589.

  • Health Occupations - Cross-Sex Hormone Therapy for Minors – HB 679 – Opposed by UULM-MD – has not moved

  • Corporate Income Tax - Addition Modification - Direct-to-Consumer Pharmaceutical Advertising – HB 484 / SB 987 – [not identical bills] no action on either bill.

Immigration – 8 of 10 measures (11 of 19) bills have moved

  • Public Safety - Immigration Enforcement Agreements – Prohibition - HB 444 / SB 245 - both passed both houses and were signed by the Governor.

  • Data Privacy Act – HB 711 passed the House; no action on companion SB 504.

  • Public Schools - School Security Personnel - Immigration Investigation and Enforcement – SB 810 passed the Senate; HB 1341 passed the House.

  • Correctional Services - Private Immigration Detention Facilities - Zoning Requirement - SB 984 – passed the Senate; HB 1017 passed the House, but the bills are different and will need to be reconciled.

  • Correctional Services - Correctional Facilities and Immigration Detention Facilities - Minimum Mandatory Standards – HB 1018 passed the Senate; no action on companion SB 985.

  • Transportation - Aviation - Passenger Health and Safety (Aviation Health and Safety Act) - HB 639 – passed the House; no action on companion SB 505.

  • Public Safety - Law Enforcement Officers - Prohibition on Face Coverings - SB 1 passed the Senate; no action on companion HB 155.

  • Constitutional Rights - Violations and Digital Unmasking – HB 351 – passed the House

  • Judicial Facilities - Stops, Detentions, and Arrests – Limitations – HB 309 / SB 988 – no action on either bill.

  • Community Trust Act – HB 1575 / SB 791 – no action on either bill.

Democracy – 1 of 2 bills moving

  • Charitable Organizations - Charitable Donation and Tax-Exempt Status - Revocation (Keeping Charities Nonpartisan Act of 2026) – SB 4 – passed the Senate; no action on companion HB 504.


Going Forward


Beginning this week, bills that crossed over to the other chamber start getting heard in committee. The procedures for bills that have crossed over are different. Those that have had a companion bill heard in the committee often do not have hearings, and if they do, only the bill sponsor is allowed to testify verbally unless there is opposition. We can still submit written testimony.
